This paper suggests ways to improve protection from sex offenders and to enhance opportunities for treating such offenders.
Abstract
The report proposes: (1) strengthening arrangements for supervising convicted sex offenders following release from custody; (2) extending the power in the Criminal Justice and Public Order Act 1994 to allow taking samples for DNA testing from convicted sex offenders serving prison sentences imposed before that power came into force; (3) requiring sex offenders to notify the police of their address and subsequent changes; (4) introducing provisions to prohibit sex offenders from seeking employment involving access to children; and (5) providing supervised access by defendants to victim statements and photographs in sexual offense cases so as to reduce the opportunities for such material to be copied and circulated for pornographic purposes. The report describes the Government's current thinking in these areas and implications for resources. Appendix
