This manual explains Pennsylvania's sentencing guidelines, updates guidelines amendments, and provides information on appellate law interpreting the guidelines.
Abstract
This manual, designed as a reference document and as a training instrument for new personnel, is a complete revision and expansion of the original 1982 manual. Section I contains the full texts of the guidelines applicable for crimes committed between July 22, 1982, and June 2, 1983; between June 3, 1983, and January 1, 1986; between January 2, 1986, and June 4, 1986; and after June 5, 1986. Section II presents a detailed analysis of the guidelines, beginning with a reprint of the current text of the section or subsection followed by a discussion of any amendments. A complete description of the section or subsection also details the implications of the section, and a commentary explains the underlying rationale. Summaries of the holdings of the relevant major appellate opinions include cases reported through July 18, 1986. The manual also shows how to apply the guidelines and how to complete a guideline sentence form. An overview of statutory sentencing law is prohibited.
