THE SYSTEM DESCRIBED HEREIN, NOW IN USE IN THE PORTLAND, OR., DISTRICT COURT, INCLUDES COMPREHENSIVE PRESENTENCE SERVICES, SENTENCING GUIDELINES, AVERAGE SENTENCE TABLES, PREDICTION DEVICES, AND A SENTENCING COUNCIL IN WHICH A PANEL OF JUDGES SHARE THEIR RESPECTIVE EXPERTISE.
