Abstract
The first chapter discusses issues in defining a serious juvenile offense and a serious/violent juvenile offender and recommends the use of the Sellin-Wolfgang offense seriousness scale to assess the degree of seriousness in juvenile crime. Chapter 1 also illustrates the role of juvenile justice standards in the administration of juvenile justice, with a focus on serious/violent juvenile offenders. Chapter 2 contains material related to determination of service needs and the selection of clients for programs that target serious/violent juvenile offenders. Materials consider the intake decision, offender characteristics, and the lifestyle of the violent juvenile. In discussing case management issues, chapter 3 provides management exercises, describes basic case management procedures, and provides sample case-management forms. Chapter 4 features discussions of the employment component in programs for serious/violent juvenile offenders, including a paper on the impact of pre-employment services on the employment and earnings of disadvantaged youth. The remaining three chapters provide resource-related materials and bibliographies, including descriptions of model programs and a 48-item annotated bibliography.
