AN HISTORICAL AND CHRONOLOGICAL ACCOUNT OF THE POLITICAL, SOCIAL, ECONOMIC, AND PROGRAMMATIC ENVIRONMENT IN WHICH THE BROOME COUNTY DRUG AWARENESS PROGRAM HAS OPERATED ITS 'CRIMINAL JUSTICE PROJECT' DURING THE PROGRAM YEAR.
Abstract
THE BASIC PHILOSOPHIES DEMONSTRATED IN THE CRIMINAL JUSTICE PROJECT WERE THOSE OF DIVERSION FROM THE CRIMINAL JUSTICE SYSTEM, COMMUNITY-BASED CORRECTIONS, AND UTILIZATION OF VOLUNTEERS TO ENHANCE COMMUNITY INVOLVEMENT. DESIGNED TO SERVE ANY PERSON WITH A DRUG PROBLEM WHO HAS BECOME INVOLVED IN SOME WAY WITH THE CRIMINAL JUSTICE SYSTEM, THE PROGRAM OFFERS DRUG INFORMATION AND EDUCATION, COUNSELING, TUTORING, JOB PLACEMENT, AND REFERRALS TO OTHER HUMAN SERVICE AGENCIES IN A COMMUNITY-BASED COURT DIVERSION FRAMEWORK. THE ESTABLISHMENT AND OPERATION OF THE PROGRAM ARE DESCRIBED. A BRIEF EVALUATION OF THE PROGRAM IS ALSO PROVIDED WHICH INCLUDES INFORMATION REGARDING CLIENT PROGRESS TOWARD ACHIEVING GOALS, AN EXAMINATION OF THE SERVICE DELIVERY SYSTEM, AND A COST-EFFECTIVENESS ANALYSIS. THE AUTHOR STATES THAT THE CRIMINAL JUSTICE PROJECT HAS PROVEN ITSELF A SUCCESS BOTH IN TERMS OF SERVICE RENDERED TO THE CRIMINAL JUSTICE SYSTEM AND SERVICES TO CLIENTS. A SHORT DISCUSSION OF THE PROJECT'S REPLICABILITY IS ALSO PROVIDED.
