Annotation

This report provides a comprehensive description of how communities can establish or expand victim-witness assistance (VWA) programs, drawing on the experiences of successful programs throughout the country.

Abstract

The effects of victimization, treatment of victims by the criminal justice system, the development of VAW programs, and their responsibilities and organization are described. Guidelines are provided for assessing needs, formulating program objectives, identifying target populations, and selecting program mixes. Also discussed are program affiliation, service location, funding, and staff needs and recruitment. Staff training and supervision and case processing procedures also are discussed; networking with law enforcement, prosecutors, judges, and social services is considered. Strategies for maintaining program support are delineated, and components for program success are identified. Finally, funding opportunities through the Victims of Crime Act of 1984 are described. Appendixes provide sample forms, budgets, training curricula, and supplemental information. 42 figures, annotated bibliography, and chapter notes.
