This guide, which was prepared under the supervision of the Centers for Disease Control and Prevention (CDC), explains the features, benefits, and implementation procedures for various types of evaluations of programs intended to prevent sexual and intimate partner violence.
Abstract
Chapter 1 discusses steps for planning and conducting useful evaluations. The chapter includes information about locating and working with outside evaluator or consultants who may be able to assist in conducting evaluation activities. Chapter 2 discusses the rationale for conducting sexual and intimate partner violence prevention. It summarizes current knowledge about risk factors and introduces a logic model, which is a graphic approach to linking program goals, objectives, activities, and outcomes. This is a necessary process for any evaluation approach. Four types of evaluation are presented with practical suggestions for application. Chapter 3 discusses formative evaluation, which guides a program's early stages. Chapter 4 reviews the basics of process evaluation, which documents whether program activities are being implemented as planned. Chapter 5 examines outcome evaluation, which determines whether a program is meeting or progressing toward its goal for preventing violence. Chapter 6 presents an overview of economic evaluation, which includes cost analysis, cost-effectiveness analysis, and cost-benefit analysis. Economic evaluation can identify the resources needed to conduct, replicate, or expand programs; compare the costs and benefits of different approaches; and assist in determining whether program benefits outweigh program costs. Chapter 7 discusses sources and techniques for collecting data, which is the information needed to answer evaluation questions. Chapter 8 addresses the analysis and interpretation of this data; and chapter 8 provides information on reporting the results of an evaluation to various audiences and applying evaluation results to program improvement.
