This document outlines the topics and learning goals of a sexual-orientation training course for California law enforcement officers.
Abstract
The course is designed to be used as "stand alone" training or within the framework of the "Guidelines for Law Enforcement's Design of Cultural Awareness Training Programs" for those agencies who have used that training program. The first topic, "Cultural Awareness Training Guidelines," helps the student understand the applicable "Cultural Awareness Training Guidelines" as they relate to sexual orientation training. The applicable guidelines are presented. Under the topic of "Background of Sexual Orientation Issues" the student will learn the background issues relevant to gays, lesbians, and bisexuals. In the section on "Legal Issues" the student will be instructed in the legal background of gay rights and the consequences of civil rights violations under both criminal and civil statutes. Under the topic of "Stereotypes" students will be taught the common stereotypes relevant to the gay, lesbian, and bisexual community. The learning goal for "Demographics and Diversity" is for the student to understand the demographics and diversity of the gay, lesbian, and bisexual community. The learning goal for "Contacts with the Police" is for students to understand common police contacts with the gay, lesbian, and bisexual community, and for the topic "Community Resources" students will learn referral procedures to appropriate community organizations who work with gays, lesbians, and bisexuals. Three additional learning goals are designed for supervisors and managers. These are Cultural Awareness Training Guidelines for supervisors, terms for supervisors, and the management of organizational diversity. Appended guidelines for reviewing and using audio-visual training materials
