A task force established in 1992 reviewed Connecticut laws and practices dealing with sexual assault, the availability of services to victims of such violence, and the extent of prevention and education efforts.
Abstract
The analysis used information provided by victims, experts, and national data and models. The task force concluded that the issue of sexual violence is extremely complex and that actions are needed in diverse areas, including prevention, public education, and law reform. Recommended actions include a visible and sustained statewide public information program, an effort to broaden the media's understanding of sexual violence and public misconceptions about the issue, the teaching of violence prevention at every grade level, and training of all State employees to assist victims and their families. Police training and efforts on college campus are also needed. In addition, Connecticut should take part in the Combined DNA Index System administered by the FBI. Improved investigations, increased funding for rape crisis centers, the use of multidisciplinary teams to investigate child sexual abuse, and changes in the laws and penalties.
