This article describes and evaluates The Washington County (Oregon) Shelter Evaluation Program, which is a short-term (1-60 days) residential program for 12 boys and girls in court custody.
Abstract
The Shelter Evaluation Program is a behavior modification program but is not based in any specific developmental intervention perspective. A range of evaluation and intervention techniques is used to determine whether the resident can return home successfully or requires further intervention. The staff maintains a safe, caring environment by providing consistent and predictable limits on resident behavior. Program objectives are to provide individualized care and to conduct a comprehensive evaluation for each youth placed. Weekly assessments and a final evaluation are presented to the juvenile court. Program goals and staff are providing positive role modeling, which builds relationships, holds residents accountable for poor behavior, and rewards them for positive behavior. This article concludes that Shelter Evaluation Programs have an important role in the service continuum and are the only resource short of secure custody for those youth who are not appropriate for foster care or home. 9 references
