THIS REPORT DISCUSSES THE CURRENT TRENDS IN LEGISLATION AND THE PRACTICE OF MEMBER COUNTRIES IN REGARDS TO PRISON SENTENCES OF SIX MONTHS OR LESS.
Abstract
RESPONSES TO TWO DIFFERENT QUESTIONNAIRES INDICATE THAT LEGISLATORS AND PENAL ADMINISTRATORS ATTEMPT TO AVOID SHORT TERMS OF IMPRISONMENT. THEIR RATIONALE FOR SUCH ACTIONS INCLUDE THE LARGE NUMBER OF SUCH SENTENCES, THE DIFFICULTY OF EXECUTING THEM, AND SCEPTICISM REGARDING ALL EFFORTS TO ORGANIZE TREATMENT OF AN OFFENDER WITHIN SUCH A FRAMEWORK. POSSIBLE FUTURE TRENDS IN SHORT-TERM TREATMENT ARE ALSO EXPLORED. VARIOUS FORMS OF TREATMENT AT LIBERTY (INCLUDING SEMI-LIBERTY, WEEKEND DETENTION, AND COMMUNITY SERVICE) ARE CONSIDERED. THE APPENDIX CONTAINS COPIES OF THE QUESTIONNAIRES USED IN THE STUDY, FOUR MONOGRAPHS ON SHORT-TERM TREATMENT, AND A SELECTED BIBLIOGRAPHY.
