FREMONT, CALIF., HAS SUCCESSFULLY USED SOCIAL SCIENCES CONSULTANTS TO DEVELOP INTERGOVERNMENTAL MANAGEMENT TEAMS, IMPROVE POLICE-COMMUNITY RELATIONS, AND IMPROVE THE OPERATIONS OF THE POLICE DEPARTMENT ITSELF.
Abstract
ONE OF THE FIRST AREAS OF SOCIAL SCIENCE INVOLVEMENT IN THE CITY WAS DEVELOPMENT OF A SERIES OF THREE MANAGEMENT TEAMS, AN EXECUTIVE LEVEL, A SENIOR MANAGEMENT LEVEL, AND A MANAGEMENT LEVEL. EACH IS RESPONSIBLE FOR THE INTEGRATION OF LAW ENFORCEMENT ACTIVITIES INTO CITY OPERATIONS AS A WHOLE. THE SECOND MAJOR PROBLEM CONCERNED POLICE-COMMUNITY RELATIONS. AS A RESULT OF SOCIAL SCIENCES COLLABORATION, A COMMUNITY RELATIONS DEPARTMENT WAS SET UP AND TODAY 47 PERCENT OF THE FREMONT POLICE DEPARTMENT NOW CONSISTS OF NONSWORN PERSONS WHO PROVIDE POLICE SERVICES TO THE COMMUNITY. IMPROVED RECRUITMENT AND TRAINING HAVE BEEN OTHER AREAS OF COLLABORATION. PRE- AND POST-EMPLOYMENT SCREENING TESTS HAVE BEEN DEVELOPED. CRISIS INTERVENTION AND MANGEMENT, PERSONAL AWARENESS, AND CITIZEN RELATIONSHIP COURSES HAVE BEEN TAUGHT. A YOUTH SERVICES CENTER AND A CITIZEN CRIME PREVENTION PROGRAM HAVE BEEN ESTABLISHED. THE DEPARTMENT IS NOW USING SOCIAL SCIENCE CONSULTANTS TO ADDRESS PROBLEMS BEFORE AND NOT AFTER THE FACT. (GLR)
