This document is intended to help develop a comprehensive site emergency plan.
Abstract
A site emergency plan describes an organization’s policy and procedures for coping with an emergency situation on site. These policies and procedures define how the organization will protect people and property. Developing the plan consists of assigning emergency related tasks to individuals in the organization, and outlining protective actions to be taken. A site emergency plan should be consistent with the local government’s emergency operations plan. The first concept involved in emergency management planning is appointing one person to implement the emergency plan and direct the organization’s response at the site. The second is to appoint a person from each work unit to carry out protective actions and other related emergency procedures. The third is to establish a central location from which to coordinate response and make key decisions. The fourth is to appoint a single person to validate and coordinate the dissemination of emergency information. The fifth concept is to establish adequate communication and warning capabilities. The sixth is to establish adequate evacuation procedures and sheltering capabilities. The seventh and eighth concepts are to establish damage assessment capabilities and protect vital records. Before writing the site emergency plan, it is suggested that the user design a plan format; assign different sections of the plan to be written by the various team members; set date for completion of section drafts; set date to meet with each section author to read, discuss, and revise; and set date for draft revision completion. Once the plan is complete the final step is to conduct training on the site emergency plan. A sample site emergency plan is provided, utilizing the information gathered in the planning process to complete the plan. The Sample Plan is organized by hazard situations.
