A SITE SECURITY PERSONNEL TRAINING MANUAL FURNISHES GUIDANCE ON THE LEVEL AND SCOPE OF TRAINING FOR PERSONNEL ASSIGNED TO PERFORM SECURITY FUNCTIONS AT NUCLEAR FUEL FACILITIES AND NUCLEAR POWER STATIONS.
Abstract
THE BULK OF THE TRAINING MANUAL PROVIDES GUIDELINES ON DEVELOPING LESSONS IN THE FUNDAMENTALS OF PHYSICAL SECURITY PROCEDURES. CONSISTING OF TWELVE LESSONS, THE MATERIAL COVERED INCLUDES AN OVERVIEW OF PRIVATE SECURITY IN THE NUCLEAR INDUSTRY, INTRODUCTION TO THE LAWS AND LEGAL ISSUES THAT APPLY TO ARMED PRIVATE SECURITY GUARDS, AND THE RATIONALE FOR PHYSICAL PROTECTION IN TERMS OF ADVERSARY THREATS. IN ADDITION TO THE INSTRUCTIONAL AIDS LISTED IN THE LESSON PLANS, A NUMBER OF AVAILABLE AUDIOVISUAL TRAINING AIDS ARE DESCRIBED. LESSON PLANS ARE PRESENTED UNDER THE FOLLOWING SPECIFIC TITLES: 1) SECURITY IN THE PRIVATE NUCLEAR INDUSTRY, 2) PROTECTION OF NUCLEAR FACILITIES AND SPECIAL NUCLEAR MATERIALS, 3) NUCLEAR REGULATORY COMMISSION REQUIREMENTS AND GUIDANCE FOR PHYSICAL SECURITY, 4) THE PRIVATE SECURITY OFFICER'S ROLE IN PROVIDING PROTECTION FOR THE NUCLEAR INDUSTRY, 5) THE ROLE OF THE PRIVATE SECURITY OFFICER IN THE CRIMINAL JUSTICE SYSTEM, 6) POWER OF ARREST AND AUTHORITY OF PRIVATE SECURITY OFFICERS, 7) THE USE OF NON-LETHAL WEAPONS, 8) THE USE OF DEADLY FORCE, 9) ADVERSARY GROUPS, 10) MOTIVATION, TRAINING, AND OBJECTIVES OF ADVERSARIES, 11) TACTICS AND FORCE USED BY ADVERSARIES TO ACHIEVE AN OBJECTIVE, AND 12) RECOGNITION OF SABOTAGE-RELATED DEVICES, EQUIPMENT, AND WEAPONS UTILIZED BY ADVERSARIES.
