The New York Legislature mandated that the State's shock incarceration program and shock parole supervision be evaluated yearly, and this report indicates that New York's Department of Correctional Services and Division of Parole have cooperated to create an institutional and aftercare program that responds to legislative concerns.
Abstract
Legislation stipulated that a shock incarceration program be created to incorporate rigorous physical activity, intensive regimentation, discipline, and drug rehabilitation and that the 6-month program prepare successful participants for early parole release consideration. The Division of Parole created a comprehensive supervision program based on a team approach that emphasized reduce caseloads and service delivery. Additionally, the Division of Parole placed shock parolees in community programming related to employment, education, relapse prevention counseling, and peer group counseling. After screening 30,715 eligible inmates between July 1987 and September 1993, 15,500 inmate volunteers were sent to one of five shock facilities. Of the 15,500 individuals, 8,842 graduated and were granted early release to parole supervision. Differences between New York's shock incarceration program and programs in other States are noted. The program's impact is discussed in terms of costs, inmate educational achievements, inmate disciplinary activities, parole release decisionmaking, and community reintegration.
