The implementation and operation of a full-service, minimum security jail for drunk drivers and substance abuse offenders is described.
Abstract
The jail is operated by the Oriana House, a private, nonprofit corporation and is housed in the renovated Bryan Elementary School in northern Akron. It accommodates more than 160 beds. Half of the basement and first floor are occupied by Glenwood Jail, while the other half of these floors comprise the women's work release program and the second floor comprises the men's work release program. First-time drunk driver offenders participate in a 3-day program of education and assessment, while multiple offenders receive a full-fledged chemical dependency program with at least 6 hours of treatment per day. Every resident is seen by a registered nurse, and multiple offenders receive a full physical examination and blood work. Information about the effects of drugs on the body, legal consequences, disease progression, and the effects of drinking on the alcoholics' family are presented to the client. Participants pay for their stay in the program to cover Oriana's cost of housing the inmates which is $28.74 per day. Those unable to pay receive waivers and are covered by the city and county.
