REPORT OF A SEMINAR WHICH EXAMINED THE RELATIONSHIP BETWEEN CHANGING SOCIAL SITUATIONS AND LEGAL RESPONSES, AND INCLUDED PARTICIPANTS FROM CORRECTIONS, CUSTODIAL AND POLICE SERVICES AND PRIVATE OFFENDER-ORIENTED AGENCIES.
Abstract
PROBLEMS ARISING IN THREE SELECTED AREAS WERE USED AS EXAMPLES AROUND WHICH TO DEVELOP DISCUSSION; THESE WERE 'TRANSIENTS', 'DRUGS', AND 'POLITICS AND VIOLENCE'. A MAJOR PAPER IS ALSO INCLUDED WHICH EXAMINES SOME BASIC ASSUMPTIONS OF THE CRIMINAL LAW AND CRIMINAL PROCESS. THE PAPER'S AUTHOR ESTABLISHES CRITERIA BY WHICH TO EVALUATE A CRIMINAL JUSTICE SYSTEM, THEN DISCUSSES THE EXISTING SYSTEM AS IT WAS DEVELOPED IN RESPONSE TO SUCH INFLUENCES AS URBANIZATION, BUREAUCRATIZATION OF GOVERNMENT, SCIENCE AND TECHNOLOGY, AND THE DIMINISHED ROLE OF THE VICTIM. FINALLY, HE EXPLORES THE ISSUES INVOLVED IN EFFECTING LEGAL REFORM IN CRIMINAL LAW.
