AN INTRODUCTORY DISCUSSION IN WHICH THE AUTHORS PROVIDE AN OVERVIEW OF THE TOPICS EXAMINED IN THE 1973 BATTELLE SYMPOSIUM AND IDENTIFY MAJOR ISSUES IN THE TOTAL AREA OF PROGRAM EVALUATION.
Abstract
THE PURPOSES AND FUNCTIONS OF EVALUATION ARE FIRST OUTLINED. DEFINITIONS OF EVALUATION ARE PROVIDED AND THE POSSIBLE LEVELS OF EVALUATION - PROGRAMS, PRODUCTS, INSTITUTIONS, AND PROCEDURES - ARE EXAMINED. MAJOR PHASES IN THE EVALUATION OF A PROGRAM ARE IDENTIFIED. IT IS NOTED THAT PROGRAM EVALUATIONS MAY FOCUS ON NEEDS, PLANS, OPERATIONS, IMPACTS, AND POLICIES. THE USE OF EVALUATION AS PART OF THE FEEDBACK PROCESS IS DISCUSSED AS WELL. OTHER SECTIONS IN THIS ARTICLE DISCUSS A METHODOLOGY FOR IMPACT ASSESSMENT, CRITERION FORMULATION FOR EVALUATION, AND ORGANIZATIONAL AND ETHICAL ISSUES IN PROGRAM EVALUATION.
