THE PURPOSE OF THE BOOK IS TO STIMULATE CONCERN FOR AND INQUIRY INTO THE AREA OF PROGRAM IMPLEMENTATION; IT IS ARGUED THAT IMPLEMENTATION PROBLEMS ARE THE MAJOR OBSTACLES TO BETTER PROGRAMS IN SOCIAL POLICY AREAS.
Abstract
THE DISCUSSION OF SOCIAL PROGRAM IMPLEMENTATION IS PRESENTED IN FIVE MAJOR SECTIONS. THE FIRST PROVIDES AN OVERVIEW OF THE IMPLEMENTATION CONCERNS EXAMINED IN THE FOLLOWING SECTIONS. INTRODUCTORY MATERIAL REGARDING EDUCATIONAL PROGRAMS, COMMUNITY-ORIENTED PROGRAMS, AND TRANSFER PAYMENT PROGRAMS IS INCLUDED. IMPLEMENTATION PROBLEMS IN FEDERALLY FUNDED PROGRAMS ARE ALSO POINTED OUT, WITH PARTICULAR ATTENTION TO THE LONG PROCESS FROM POLICY TO OPERATIONS, THE POLICY AND OPERATIONS SPHERES, RESPONSIBILITY FOR IMPLEMENTATION IN A FEDERAL SOCIAL AGENCY, THE IMPLICATIONS OF THE NEW FEDERALISM FOR IMPLEMENTATION, AND SOME FUTURE DIRECTION FOR FEDERAL FUNDING POLICY. THE NEXT SECTION DEALS STRICTLY WITH EDUCATIONAL PROGRAMS AND DISCUSSES IMPLEMENTATION CONCERNS ABOUT INCENTIVES FOR INNOVATION IN PUBLIC SCHOOLS, TITLE V OF THE ELEMENTARY AND SECONDARY EDUCATION ACT AND THE IMPACT OF DISCRETIONARY FUNDS ON STATE EDUCATION BUREAUCRACIES, THE ASSESSSMENT OF PLANNED VARIATIONS IN THE CONTENT OF PROGRAMS FOR EDUCATIONALLY DISADVANTAGED CHILDREN, PLANNED VARIATION FROM THE PERSPECTIVE OF A MODEL PROGRAM SPONSOR, REAL-WORLD EXPERIMENTATION THROUGH EDUCATIONAL PERFORMANCE CONTRACTING, AND IMPLEMENTATION AS MUTUAL ADAPTATION IN SEEKING CHANGE IN CLASSROOM ORGANIZATION. THE NEXT SECTION DEALS WITH COMMUNITY-ORIENTED PROGRAMS AND DETAILS TWO FEDERALLY SUPPORTED URBAN PROGRAMS -- THE MODEL CITIES PROGRAM OF 1964-1968 AND THE DEVELOPMENT OF FORT LINCOLN, A NEW TOWN PLANNED FOR AN UNDEVELOPED TRACT OF THE NORTHEASTERN SECTION OF WASHINGTON, D.C. ONE EFFORT IN THE AREA OF TRANSFER PAYMENT PROGRAMS IS DESCRIBED, THAT OF IMPLEMENTATION OF THE SUPPLEMENTARY SECURITY INCOME (SSI) PROGRAM BY THE SOCIAL SECURITY ADMINISTRATION. THE ADMINISTRATION'S IMPLEMENTATION STRATEGY; THE IMPACT OF SSI ON OTHER PARTS OF THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE; AND SSI AND THE STATES ARE DISCUSSED. FINALLY, IMPLEMENTATION ANALYSIS AND ASSESSMENT EFFORTS ARE EXAMINED, WITH EMPHASIS ON KEY TERMS AND ISSUES, TECHNIQUES OF IMPLEMENTATION ANALYSIS AND ASSESSMENT, AND IMPLEMENTATION RESEARCH.
