Abstract
THE SOCIAL PSYCHOLOGICAL PRINCIPLES OF DIVERSITY, COHESIVENESS, POWER BASE, VOLUNTARISM, OPTION COMMUNICATION, AND MODULAR LEADERSHIP ARE PRESENTED AS FUNCTIONAL ESSENTIALS WITHIN THE OPEN-SYSTEM FRAMEWORK. INNOVATIONS IN EVALUATION AND ACTION RESEARCH, UTILIZING PUBLIC PARTICIPATION AND PERMITTING DEVIATION FROM IDEAL EXPERIMENTAL CONTROL, ARE OUTLINED. THREE-WAY BARGAINING IS SEEN AS A MEANS OF ACHIEVING CONSTRUCTIVE SOCIAL ACCOMODATION AMONG POTENTIALLY CRIMINAL GROUPS AND OTHERS, UTILIZING COALITIONS TO EXTEND PERCEPTION AND INDUCE COOPERATION WHILE REDUCING ADMINISTRATOR CONFLICTS.
