ASSESSMENT OF A PROGRAM TO RETARD THE FLOW OF NARCOTICS AND DANGEROUS DRUGS WITHIN THE COUNTY.
Abstract
TO ACHIEVE THIS GOAL, THE SOLANO COUNTY DRUG ABUSE BUREAU ESTABLISHED OBJECTIVES IN THE THREE PRIMARY AREAS OF NARCOTICS ENFORCEMENT, INTELLIGENCE, AND EDUCATION. THE ACTIVITIES IN THESE FIELDS ARE INDIVIDUALLY DISCUSSED. A DRUG ABUSE INDEX WAS ESTABLISHED TO DETERMINE THE SCOPE OF THE DRUG ABUSE PROBLEM IN THE COUNTY AND TO PROVIDE BASELINE DATA AGAINST WHICH TO COMPARE THE BUREAU'S ENFORCEMENT EFFORTS. THE PRINCIPAL COMPONENT OF THIS INDEX WAS DERIVED FROM A DRUG USAGE SURVEY OF THE JUNIOR AND SENIOR HIGH SCHOOL POPULATION OF SOLANO COUNTY. THE SECOND COMPONENT OF THE INDEX CONSISTED OF A TREND ANALYSIS OF ADULT AND JUVENILE DRUG ARRESTS BEFORE AND AFTER THE ESTABLISHMENT OF THE BUREAU. THE FINAL SECTION OF THIS REPORT COVERS THE APPRAISAL OF FACTORS SUPPLEMENTARY TO THE ACHIEVEMENT OF THE BUREAU'S THREE OBJECTIVES. INCLUDED ARE BUREAU ORGANIZATION, PERSONNEL AND MANAGEMENT, AND APPRAISAL BY COMMUNITY LEADERS. THE FINDINGS OF THIS EVALUATION WERE GENERALLY FAVORABLE.
