This National Institute of Justice document solicits proposals for the performance of an impact evaluation of eight Weed and Seed programs, which are designed to prevent, control, and reduce violent crime, drug abuse, and gang activity in targeted high-crime neighborhoods.
Abstract
The solicitation provides an overview of the Weed and Seed program, presents a solicitation request, specifies application requirements, and contains application forms. Operation Weed and Seed, which was launched by the U.S. Department of Justice in 1992, is designed to demonstrate an innovative, comprehensive, and integrated multiagency approach to law enforcement and community revitalization that will address core crime problems in high-crime neighborhoods throughout the Nation. Law enforcement agencies and prosecutors cooperate in "weeding out" criminals who participate in violent crime and drug abuse by preventing their return to the targeted area. "Seeding" brings to the area a broad array of human services that include prevention, intervention, treatment, and neighborhood revitalization. A community-oriented policing component acts as a bridge between weeding and seeding strategies. The solicitation requests proposals to design and implement a study that will support NIJ's objectives of determining and documenting strategies that are successful in preventing, controlling, and reducing the targeted crime types. Specific evaluation objectives are listed in the solicitation. Funding for the evaluation effort has been tentatively set at $425,000 for each of the fiscal years 1995 and 1996. This amount will support one award. The deadline for the proposals is June 30, 1995.
