THIS REPORT SURVEYS THE CHANGES AND REFORMS IN POLICY AND CRIMINAL LAW IN SWEDEN WHICH HAVE TAKEN PLACE SINCE THE INTRODUCTION OF A NEW CRIMINAL CODE IN 1965.
Abstract
THE AUTHOR NOTES THAT ONE OF THE MAJOR AREAS OF POLICY REFORM HAS BEEN THE DECRIMINALIZATION OF MINOR OFFENSES AND THE INSTITUTION OF NON-PUNITIVE RESPONSES TO THESE OFFENSES. ALSO, PRIORITY HAS BEEN GIVEN TO CERTAIN MODERN FORMS OF CRIME, AND CRIMINAL JUSTICE RESOURCES HAVE BEEN CONCENTRATED ON MORE SERIOUS FORMS OF CRIMINALITY. OTHER MAJOR POLICY TRENDS OCCURRING SINCE 1965 INCLUDE THE LIMITATION OF THE USE OF SANCTIONS INVOLVING DEPRIVATION OF LIBERTY, THE ABOLISHMENT OF INDETERMINATE SENTENCES, THE WIDENING OF POSSIBILITIES FOR THE USE OF FINES AND COMMUNITY TREATMENT, AND INCREASED ATTENTION TO CRIME PREVENTION.
