LAW ENFORCEMENT AGENCIES AT ALL LEVELS OF GOVERNMENT HAVE LIMITED THEMSELVES TO A SINGLE STRATEGY IN COMBATTING ORGANIZED GAMING--THAT OF PROSECUTION.
Abstract
ALTERNATE STRATEGIES ARE AVAILABLE, ONE OF WHICH IS TO MAKE IT UNPROFITABLE TO OPERATE GAMING ACTIVITIES. A NUMBER OF POSSIBLE TACTICS THAT COULD BE USED TO IMPLEMENT THIS ALTERNATIVE ARE SUGGESTED. DISCUSSIONS DESCRIBE THE BUSINESS OF ORGANIZED GAMING, AND PLANS AND MEASUREMENTS OF THE TACTICS PROPOSED TO COMBAT THE PROBLEM.
