Abstract
An overview of correctional trends notes that the numbers of persons held in custody continued to rise, largely due to the imposition of longer sentences for recidivists, a considerable increase in driving and related offenses, and an increase in violent offenses. Also discussed are staffing shortages, proposals for alternatives to imprisonment, and a 1980 strike by corrections workers. Prisoner populations, discipline problems, programs, and improvements are detailed for maximum and minimum security prisons, jails and a women's facility. The summary of services supervised by the treatment branch covers prisoner education programs offered in each institution, medical services, chaplains' counseling and religious services, and psychologists. Staff training and turnover are discussed, as are difficulties encountered by the prison industries branch during the year. The section on probation and parole services addresses caseloads, staffing patterns, and training in individual district offices, with attention to improvements in support services and client programs. The appendixes provide statistical tables on inmate populations, types of discharges, and characteristics of parolees. A financial statement shows that the average net cost per prisoner was $13,975 for the report year.
