This report describes the activities of the South Carolina Department of Corrections for the period between July 1979 and June 1980, as well as the organizational structure of the department, and the development of the State's corrections system.
Abstract
The department provides services to all convicted adult offenders serving sentences longer than 3 months in the State. The organizational structure includes a commissioner, three deputy commissioners, and nine divisions supervised by directors. Significant activities during the year included regionalization of facilities, a 10-year capital improvements plan, facilities' renovations, preparation for administering the death penalty, coping with a budget deficit, expanded use of automated information systems, and a variety of programmatic activities (such as extended work release, an earned work credit program, a victim restitution project, and prison industries). A simplified method for computing good time, Federal assistance, inmate classification, and administrative activities are also discussed, and department publications are listed. The discussion of Corrections Department development emphasizes the evolution of the department from a county system to a centralized State one and from a punishment-oriented philosophy to a rehabilitative one. Tabular data and graphs are provided. Appendixes include charts, a copy of the Youth Offender Act, and a copy of the section of the South Carolina code establishing the department.
