While 1982 was a year of increasing demand as evidenced by a 6.5-percent gain in average daily population and an 8-percent increase in yearend count, South Carolina Department of Corrections (SCDC) experienced severe cutbacks in resources. Overcrowding worsened in SCDC facilities.
Abstract
The report discusses budget problems, inmate population gain, implementation of the Supervised Furlough Program, the halt of the Supervised Conditional Release Program, serious institutional incidents, a proposed prison overcrowding emergency bill, inmate relations, health services, establishment of an independent correctional school district, the Earned Work Credit Program, and other programs. Tables and figures present inmate population statistics, demographic data on offenders, inmate program data, and personnel information. Footnotes, maps, and graphs are also supplied.
