IN JULY 1973, THE OVERALL CONCEPT OF REGIONALIZED ADULT CORRECTIONS WAS ADOPTED AS POLICY BY THE SOUTH CAROLINA DEPARTMENT OF CORRECTIONS.
Abstract
THIS REPORT SUMMARIZES AND CONSOLIDATES INFORMATION PRESENTED IN THE SEPARATE MASTER PLANS DEVELOPED FOR EACH OF THE FOUR PROPOSED CORRECTIONAL REGIONS. IT ALSO INCORPORATES CHANGES MADE SINCE THE REGIONAL MASTER PLANS WERE PUBLISHED. THE RECOMMENDATIONS PRESENTED ARE BASED ON ANALYSES AND INVESTIGATIONS IN THE FOLLOWING AREAS: STATUS OF IMPLEMENTATION OF THE REGIONAL CONCEPT; PROFILE OF THE EXISTING INMATE POPULATION PLUS POPULATION PROJECTIONS; SERVICES AND PROGRAMS AVAILABLE AND REQUIRED, AND EXISTING AND PROPOSED CORRECTIONAL FACILITIES. A PROPOSED SERVICE DELIVERY NETWORK WITHIN EACH CORRECTIONAL REGION IS PRESENTED, INCLUDING LOCATION OF APPROPRIATE INTAKE SERVICE, AND PARTIAL RESIDENTIAL, AND REGIONAL CORRECTIONAL CENTERS. A PROPOSED TIME SEQUENCE FOR PHASING OUT THE COUNTY PRISON SYSTEMS AND DEPARTMENT OF CORRECTIONS ASSUMPTION OF RESPONSIBILITY FOR INMATES FORMERLY ASSIGNED TO THOSE FACILITIES IS ALSO OUTLINED. STATISTICAL DATA ON THE INMATE POPULATION IS APPENDED.
