This report discusses the 10-year capital improvements program of the South Carolina Department of Corrections (SCDC) for fiscal years 1979-80 through 1988-89.
Abstract
Population forecasts indicate that the department will be required to provide bedspace in SCDC institutions and centers for a daily average of 9,064 inmates during fiscal year 1988-89. The current supply of bedspaces based on maximum operating capacity (overall average of 50 square feet of sleeping space per inmate) of institutions and centers is 5,396. Approved construction projects will provide 2,928 bedspaces. Additional proposed construction projects will provide 2,688 bedspaces. The net supply of bedspaces will be 8,900. Discounting bedspace requirements for 58 inmates who sleep at their job sites in non-SCDC facilities, during 1988-89 the department will have an average shortage of 106 bedspaces at maximum operating capacity. Tables and an appendix showing projected savings by using inmate labor are included. (Author summary modified)
