This report details the achievements over 30 months of the South Iowa Area Crime Commission to address the problem of limited detention facilities for juveniles.
Abstract
The problem confronted by the commission involves a limited number of juvenile detention beds in the catchment area, tight budgets in the area counties, and a rising juvenile crime rate. The commission developed a project plan with three components: transportation, hold-over sites, and a detention facility plan. The transportation component involves the use of part-time civilians to transport juveniles to and from detention facilities in other parts of the State. The commission received initial funding from the State Juvenile Justice Planning Agency to cover start-up costs. The commission also received funding from the State to remodel selected rooms in various locations for the purpose of holding a juvenile in an unlocked environment until case disposition. The final component of the plan involved the planning of a detention facility in each of the two judicial districts. A planning group has developed a plan for the construction of two, 15-bed juvenile detention facilities. This report provides job descriptions for each project task and appendixes of various documents and forms developed for the project.
