PLANS FOR A COMMUNITY-BASED PROJECT AIMED AT REDUCING CRIME AND FEAR OF CRIME IN A MINNEAPOLIS, MINN., NEIGHBORHOOD ARE PRESENTED IN A FUNDING PROPOSAL SUBMITTED TO THE URBAN REINVESTMENT TASK FORCE.
Abstract
THE FOLLOWING ITEMS ARE INCLUDED IN THE PROPOSAL: A DESCRIPTION OF THE TARGET NEIGHBORHOOD (HOUSING, POPULATION, PRESERVATION ACTIVITIES); A STATEMENT OF THE CRIME PROBLEM (UNDERLYING PROBLEMS, RESIDENTIAL BURGLARY, STREET CRIME, COMMERCIAL CRIME, VANDALISM); AND THE PROJECT GOALS AND STRATEGIES. THE NEIGHBORHOOD'S SPECIFIC CRIME PROBLEMS INCLUDE INADEQUATE SECURITY MEASURES IN PRIVATE HOMES, FAILURE OF NEIGHBORS TO LOOK OUT FOR EACH OTHER, THE TENDENCY OF IDLE YOUTHS TO GATHER IN BACK ALLEYS, CONCENTRATION OF STREET CRIME NEAR THE NEIGHBORHOOD SCHOOL, FEAR OF STREET CRIME THAT IS DISPROPORTIONATE TO THE ACTUAL INCIDENCE OF SUCH CRIME, VULNERABILITY OF CERTAIN COMMERCIAL ESTABLISHMENTS TO ROBBERY, LACK OF EMPLOYMENT AND PLANNED ACTIVITIES FOR YOUTHS, AND CITIZEN'S FEAR OF RETALIATION FOR REPORTING CRIMES. GENERAL STRATEGIES FOR COMBATING THE CRIME PROBLEM INCLUDE COMMUNITY INVOLVEMENT AND EDUCATION IN CRIME PREVENTION, DEVELOPMENT OF AN ORGANIZATIONAL STRUCTURE FOR CRIME PREVENTION ACTIVITIES, AND ENCOURAGEMENT OF POLICE INVOLVEMENT IN CITIZEN ANTICRIME EFFORTS. PROBLEM-SPECIFIC PROGRAMS INCLUDE BLOCK CLUBS, NEIGHBORHOOD WATCH FORCES, ENVIRONMENTAL DESIGN STUDIES, PREMISE SECURITY SURVEYS, PROPERTY IDENTIFICATION PROGRAMS, A YOUTH-STAFFED ALLEY MAINTENANCE PROGRAM, FOOT PATROLS IN HIGH-CRIME AREAS, AND A JUVENILE ADVOCATE PROGRAM.
