HISTORY OF THE CODES AND THEIR REFORMS, AN EXPLANATION OF SOME OF THE PRINCIPAL CONCEPTS OF SOVIET CRIMINAL LAW AND PROCEDURE, AND A COMPARISON OF SOVIET AND WESTERN EUROPEAN CRIMINAL LAW AND PROCEDURE.
Abstract
THIS SECOND EDITION (MARCH 1972) OF SOVIET CRIMINAL LAW AND PROCEDURE, MADE NECESSARY BY THE LARGE NUMBERS OF IMPORTANT CHANGES IN THE CRIMINAL CODE AND CODE OF CRIMINAL PROCEDURE SINCE ITS FIRST PUBLICATION IN JULY 1965, HOLDS MUCH MORE THAN THE CODES THEMSELVES. IN ADDITION, NEW SECTIONS ON THE LEGAL CONTROL OF DISSENT HAVE BEEN ADDED TO THIS LATER EDITION. THE AMENDMENTS TO THE CODES WHICH NECESSITATED THIS NEW EDITION FOLLOWED, FOR THE MOST PART, ONE GENERAL TREND. PENALTIES FOR MANY CRIMES WERE INCREASED, A SERIES OF NEW CRIMES WAS INTRODUCED, AND THERE WAS A TENDENCY TO TREAT RECIDIVISTS AND JUVENILE OFFENDERS MORE SEVERELY. NEW CRIMES WERE ADDED IN THE CATEGORIES OF CRIMES AGAINST THE STATE, CRIMES AGAINST SOCIALIST PROPERTY, OFFICIAL CRIMES, ECONOMIC CRIMES, CRIMES AGAINST THE SYSTEM OF ADMINISTRATION AND CRIMES AGAINST PUBLIC SECURITY. THE ENGLISH TRANSLATIONS OF SOVIET LEGAL TERMS APPEAR IN THE GLOSSARY. THESE CODES OF CRIMINAL LAW AND PROCEDURE SHOULD BE OF GREAT INTEREST TO STUDENTS OF CRIMINAL LAW, SOVIET SOCIAL INSTITUTIONS AND THE HISTORY OF THE RUSSIAN PEOPLE. (SNI ABSTRACT)
