This chapter examines areas in which Spain anticipates a need for anti-corruption efforts.
Abstract
Areas in which corrupt practices figure prominently include the illicit financing of political parties, although in most countries, including Spain, the irregular financing of political parties is not classified as a serious crime. Another area strongly evidencing the presence of irregular activities or corruption is the influence of the private sector on the public sector. Of special interest is the extremely high level of corruption in the armaments field. Another area that has figured prominently has been the so-called "Reserve Funds." This relates to the management, application, and use of those parts of the official budget earmarked for police operations which, by their special nature, are exempt from the visible budgetary control applied to the rest of the State's budget. The final area particularly affected by corruption is organized crime, especially with regard to money laundering.
