ON JULY 1, 1974, THE WEST GERMAN POLICE WERE GIVEN OFFICIAL PERMISSION TO USE GOVERNMENT OWNED AND OPERATED LINES RATHER THAN THE PUBLIC TELEPHONE, DATA-TRANSMISSION AND TELEX NETWORKS, AS THEY HAD BEEN DOING.
Abstract
THIS WOULD GREATLY SPEED UP THE PROCESSING OF POLICE INFORMATION BECAUSE ONLY POLICE DATA WOULD BE HANDLED. FURTHERMORE, ADDITIONAL POLICE UNITS COULD BE ADDED TO THE NETWORK AS DESIRED. HOWEVER, IT SOON BECAME APPARENT THAT EVEN THE GOVERNMENT OWNED AND OPERATED DATA TRANSMISSION NETWORK WAS UNABLE TO TAKE CARE OF ALL THE POLICE TRAFFIC. THIS SITUATION HAD BEEN ANTICIPATED HOWEVER, AND AN ELECTRONIC DATA TRANSMISSION NETWORK CAPABLE OF HANDLING THE NEEDS OF BOTH OFFICIAL AND PRIVATE USERS WAS BEING CONSTRUCTED AS OF EARLY 1975. --IN GERMAN
