This manual provides instructions for organizing, equipping, and training special teams to respond to terrorist incidents and is intended for use by commanders and staff officers who are involved in counter-terrorist operations and the handling of emergencies on military installations.
Abstract
Situations requiring the use of a special reaction team include barricaded criminals with or without hostages, sniper incidents, counter-terrorist operations, protection of dignitaries, threatened suicides, and mentally disturbed persons who are barricaded. The special reaction team is not a single-purpose unit; instead, it is an enhanced force that is capable of reacting to and resolving special threats. The specific missions and responses are determined by the threat and the available equipment and training time. The emergency operations center plans, coordinates, and directs command and control actions and draws a threat management force from the resources available on the installation. The manual includes guidelines on organizing, selecting, and training the special reaction team. Appended training guidelines and checklists and 14 references.
