THIS TEXTBOOK FOR AN ADVANCED COURSE IN ENVIRONMENTAL DESIGN FOCUSES ON WORKING WITH CITY PLANNERS, ARCHITECTS, AND OTHERS IN BOTH THE PUBLIC AND PRIVATE SECTORS TO ENCOURAGE PLANNING TO REDUCE CRIME.
Abstract
THE COURSE IS DIVIDED INTO COMMUNICATIONS, ENVIRONMENTAL DESIGN, AND AN APPENDIX WHICH CONSISTS OF A SERIES OF CRIME PREVENTION BULLETINS PREPARED FOR THE SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS BY THE SUA DIVISION OF DILLINGHAM CORPORATION. THE COMMUNICATIONS SECTION PRESENTS THE PROBLEMS THE CRIME PREVENTION OFFICER FACES IN SELLING THE CONCEPT OF ENVIRONMENTAL DESIGN TO THE CHIEF OF POLICE, TO GOVERNMENT AGENCIES, AND TO PLANNERS. HE MUST ALSO EDUCATE BUSINESS OWNERS TO POTENTIAL DANGERS. SUFFICIENT EDUCATION MAY LEAD TO ORDINANCES SUCH AS THE ONE PASSED IN OAKLAND, CALIFORNIA, IN 1964 WHICH PROHIBITS REMOVABLE HINGE PINS, MANDATES SECURITY AND INSTRUSION DETECTION DEVICES IN COMMERCIAL BUILDINGS, AND PRESCRIBES MINIMUM STANDARDS FOR LOCKS, TEMPERED GLASS DOORS, GRATES, HINGES FOR DOORS AND WINDOWS, ROOF OPENINGS, AIR DUCTS AND VENTS, SKYLIGHTS, AND TRANSOMS. EDUCATION IS ALSO ESSENTIAL TO CUT POLICE WORKLOADS IN INDUSTRIAL PARKS BY MANDATING SUFFICIENT ROOM FOR EMERGENCY VEHICLES, ELIMINATING HEDGES AND WALLS WHICH OBSTRUCT THE VIEW FROM A PATROL CAR, AND OTHERWISE DESIGNING FOR CRIME PREVENTION. THE PLANNING SECTION COVERS THE BASICS OF BLUEPRINT READING, UNDERSTANDING PLOT PLANS, BASIC SYMBOLS USED BY ARCHITECTS AND CONTRACTORS, AND PLANTS COMMONLY SPECIFIED IN LANDSCAPE DESIGNS. THE CRIME PREVENTION BULLETINS COVER INDUSTRIAL PARKS, COMMERCIAL DEVELOPMENT, RESIDENTIAL SUBDIVISIONS, APARTMENT COMPLEXES, PUBLIC BUILDINGS, SCHOOLS, PUBLIC PARKS OR OPEN SPACES, STREETS AND ALLEYS, TRAILER/MOBILE HOME PARKS, RECREATIONAL COMMUNITIES, COMMERCIAL RECREATION DEVELOPMENT, PLANNING AND DESIGN OVERSIGHTS, A PROGRAM TO TRAIN PERSONNEL IN PHYSICAL PLANNING AND CRIME PREVENTION, ISSUANCE OF A BUILDING PERMIT FOR A COMMERCIAL STRUCTURE, ISSUANCE OF A BUILDING PERMIT FOR SINGLE-FAMILY RESIDENTIAL STRUCTURE, AND A CASE STUDY OF ANTI-INTRUSION STANDARDS AND DEVICES INTRODUCED INTO A BUILDING CODE. EACH BULLETIN CONTAINS AN OVERVIEW OF CRIME PROBLEMS COMMON TO THAT TYPE OF BUILDING OR DEVELOPMENT AND A CHECKLIST OF ENVIRONMENTAL DESIGN FACTORS WHICH CAN REDUCE SUCH CRIME. (GLR)
