This report describes the results of an effort to design a comprehensive plan to evaluate the Washington State Department of Corrections Sex Offender Supervision Project.
Abstract
Urban Policy Research used an evaluation planning model called the Method of Rationales to provide a logical framework for the development of an evaluation plan. The model relied on the application of a series of steps to describe the components of the specialized supervision project, identify the research questions to be answered by the evaluation, and determine the most appropriate research designs to address those questions. The planning process revealed significant technical problems with any research effort designed to assess the effect of specialized supervision on crucial outcome measures. Findings indicated that it would be impractical to implement an evaluation that will require 10-20 more years to complete. Tables, appended project description and case plan, and 13 references
