This study examined the effects on recidivism of juvenile diversion programs in St. Charles County, Mo.
Abstract
Since 1983, three diversion programs have been used by the St. Charles County Juvenile Court: the Street Law program, the Community Service/Restitution program, and a family therapy program. The intent of these programs is to reduce negative consequences that flow from a deep penetration of the juvenile justice system by the juvenile. The diversion programs target the causes of delinquency and aim to prevent its recurrence. Data for determining program effects on participants' recidivism were obtained from court records spanning 3 years. The subjects studied were 15-year-old delinquents treated in one of the three diversion programs in 1985. A control group was also studies. Results indicate that although most juveniles did not reoffend regardless of their treatment, minimal involvement by the court was associated with escalating delinquency in those who did reoffend. More intensive treatment was associated with lower recidivism rates. Implications of the findings are discussed. 17 tables and 29 references. (Author abstract modified)
