THIS REPORT, DATED JULY 2, 1976, PRESENTS THE RESULTS OF A MANPOWER UTILIZATION AND DEPLOYMENT STUDY OF THE ST. CLAIR COUNTY SHERIFF'S DEPARTMENT, WHICH HAS A POLICE STRENGTH OF 57 SERVING A POPULATION OF 119,280.
Abstract
ST. CLAIR COUNTY IS LOCATED ALONG THE SOUTHWESTERN SHORE OF LAKE HURON IN MICHIGAN. IN THE PAST FEW YEARS INCREASED ATTENTION HAS BEEN FOCUSED UPON THE SHERIFF'S DEPARTMENT FROM THE STANDPOINT OF WHETHER IT HAS SUFFICIENT PERSONNEL TO MEET ITS RESPONSIBILITIES, AND SECOND, HOW ITS PERSONNEL SHOULD BE UTILIZED IN ORDER TO ACHIEVE DEPARTMENTAL OBJECTIVES. THIS STUDY WAS AN OUTGROWTH OF THAT CONCERN. THE LOCAL INFORMATION WHICH SERVED AS A BASIS FOR THIS REPORT WAS GATHERED THROUGH ON-SITE CONVERSATIONS WITH COUNTY PERSONNEL AND EMPLOYEES OF THE SHERIFF'S DEPARTMENT. THIS REPORT CONTAINS A BRIEF OVERVIEW OF THE ST. CLAIR COUNTY SHERIFF'S DEPARTMENT, A DETAILED ANALYSIS OF CURRENT PATROL STAFFING PATTERNS, AN ASSESSMENT OF MANPOWER NEEDS IN THAT UNIT, AND A FEW GENERAL OBSERVATIONS REGARDING ORGANIZATIONAL AND ADMINISTRATIVE PRACTICES AND PROCEDURES. RECOMMENDATIONS ARE INCLUDED ON SUPERVISION POLICIES, PATROL UNITS AND SHIFT SCHEDULES, RECORDS AND COMMUNICATIONS, AND FOLLOW-UP INVESTIGATION PROCEDURES.
