PRESENTATION OF EVALUATION PROGRAM GOALS AND ORGANIZATION, OF PROGRESS MADE IN FORMULATING EVALUATION PLANS FOR 39 PROJECTS, AND PRELIMINARY FINDINGS.
Abstract
THE IMPACT PROGRAM IN ST. LOUIS CONSISTS OF FOUR PROGRAM AREAS - PROTECT CRIME TARGETS, REDUCE JUVENILE CRIME, REDUCE ADULT CRIME, AND ENHANCE CRIMINAL JUSTICE AGENCY ABILITY TO PROCESS OFFENSES. EACH AREA IS COMPOSED OF FROM 8 TO 11 PROJECTS (E.G. FOOT PATROL, TENANT SECURITY) DESIGNED TO CONTRIBUTE TO ACCOMPLISHING OVERALL PROGRAM OBJECTIVES. THIS REPORT DESCRIBES IN DETAIL THE EVALUATION PLANS FOR 21 OF THE PROJECTS, INCLUDING OBJECTIVES, SAMPLE PRINTOUTS OF ANALYSIS PROGRAMS, MAPS, CHARTS, SAMPLE DATA COLLECTION AND RECORD KEEPING FORMS, AND THE RESULTS OF PRELIMINARY DATA ANALYSES AND FIELD AUDIT REPORTS WHERE AVAILABLE. TENATIVE DATA LISTS ARE PRESENTED FOR SIX LATER-STARTING PROJECTS. ANOTHER SECTION DESCRIBES EACH OF THE DATA ANALYSIS PROGRAMS WRITTEN TO DATE AND PROVIDES A SAMPLE PRINTOUT FOR EACH TYPE OF REPORT PRODUCED. THE FINAL SECTION DESCRIBES THE PLANS TO BROADEN THE PROGRAM TO INCLUDE PROGRAM-LEVEL, CITY-WIDE AND SMSA-WIDE EVALUATIONS AND STRENGTHEN THE EVALUATION UNIT'S PERFORMANCE CAPABILITIES.
