A DESCRIPTION OF THE DEVELOPMENT AND FEATURES OF THIS AUTOMATED TRACKING SYSTEM FOR POLICE VEHICLES WHICH ENABLES POLICE DISPATCHERS TO SEE THE LOCATION AND ASSIGNMENT STATUS OF POLICE VEHICLES ON A VIDEO SCREEN.
Abstract
THIS SYSTEM WAS INTRODUCED IN ST. LOUIS UNDER A LAW ENFORCEMENT ADMINISTRATION HIGH IMPACT CRIME PREVENTION GRANT. FEATURES OF THIS SYSTEM INCLUDE AUTOMATED UPDATES OF VEHICLE LOCATION AND STATUS EVERY TWO SECONDS, AN EMERGENCY SIGNALLING DEVICE FOR OFFICERS, AN AUTOMATED SYSTEM TO INFORM DISPATCHERS OF CHANGES IN ASSIGNMENT STATUS WITHOUT VOICE COMMUNICATION, AND PLAYBACK CAPABILITY ALLOWING REPLAY OF PREVIOUSLY RECORDED SEQUENCES OF LOCATION. FLAIR WAS FIRST TESTED IN A PILOT PROGRAM INVOLVING 25 VEHICLES IN ST. LOUIS. WHILE THE PILOT PROGRAM CONTINUED, PLANS WERE MADE FOR THE INSTALLATION OF THE TRACKING SYSTEM IN ST. LOUIS' ENTIRE 500-VEHICLE FLEET BY THE SUMMER OF 1976.
