STANDARDS AND GOALS FOR SOUTH CAROLINA'S CRIMINAL JUSTICE SYSTEM WHICH WERE DEVELOPED BY THE GOVERNOR'S COMMITTEE FOR IMPLEMENTATION IN 1977 ARE DESCRIBED.
Abstract
THE REVIEW PROCESS USED IN DEVELOPING THE SET OF STATE STANDARDS IS DETAILED. THE MANUAL LISTS EACH STANDARD GIVING A BRIEF DESCRIPTION, SCHEDULE FOR IMPLEMENTATION, DATA SOURCES, AND THE COST. THE FOLLOWING AREAS ARE TARGETED: THE DEVELOPMENT OF A CENTRAL COMPUTERIZED RESPOSITORY FOR CRIMINAL JUSTICE INFORMATION; PARTICIPATION BY LOCAL LAW ENFORCEMENT AGENCIES IN THE STATE UNIFORM CRIME REPORTING PROGRAM; EXPANSION OF DATA COLLECTION PROGRAMS; OFFENDER-BASED ACTIONS SUCH AS FINGERPRINTS AND DISPOSITIONS; PROVISION OF ADEQUATE RADIO COMMUNICATIONS SYSTEMS TO LOCAL LAW ENFORCEMENT AGENCIES; AND PROVISION OF JUVENILE INTAKE SERVICES FOR ALL COURTS. IMPROVED SUPERVISORY SERVICES FOR JUVENILES ON PROBATION, WERE RECOMMENDED AS WERE COMMUNITY RESIDENTIAL FACILITIES FOR ALL TYPES OF JUVENILE OFFENDERS; METHODS OF REDUCING VULNERABILITY OF POSSIBLE TARGETS AND OPPORTUNITIES FOR CRIME; PARTIAL RELEASE PROGRAMS; SPECIAL TREATMENT FOR MENTALLY RETARDED INMATES; AND EXPANSION OF COMMUNITY-BASED CORRECTIONS FACILITIES. OTHER PRIORITY AREAS INCLUDED IMPROVED EDUCATIONAL LEVELS OF LAW ENFORCEMENT PERSONNEL; INCREASED LAW ENFORCEMENT MANPOWER; DEVELOPMENT OF SPECIAL POLICE UNITS TO HANDLE PROPERTY CRIMES, NARCOTICS, AND JUVENILES; INSERVICE TRAINING PROGRAMS FOR OFFICERS; DETOXIFICATION FACILITIES; PRESENTENCE INVESTIGATIONS; TRAINING FOR NEWLY ELECTED JUDGES; AND EVALUATION OF CASES BY STATE PROSECUTION STAFF PRIOR TO GRAND JURY ACTION.
