These standards for juvenile detention facilities cover facility management, conditions, programs, and services.
Abstract
A detention facility is defined as a secure institution for the temporary custody of juveniles accused or adjudicated of delinquency subject to the jurisdiction of the family court and who cannot be placed in an open setting. The standards, each accompanied by a brief interpretation, are presented under the categories of administration, organization, and management; fiscal management; personnel; training and staff development; management information and research; records; and admission procedures. Standards for inmate services address health care; food; sanitation and hygiene; programs; citizen and volunteer involvement; and mail, visiting, and telephone privileges. Standards also encompass physical plant design and conditions, safety and emergency procedures, security and control, intake, rules and discipline, and juvenile rights. The standards provide that adult and juvenile offenders be maintained separately at all times and that status offenders as well as neglected, abused, and dependent children not be placed in secure detention.
