THE DEVELOPMENT OF THE AMERICAN BAR ASSOCIATION (ABA) STANDARDS ON THE POLICE FUNCTION IS DESCRIBED, AND THE PROVISIONS OF THESE STANDARDS AND EFFORTS UNDERTAKEN TO IMPLEMENT THEM ARE EXAMINED.
Abstract
THE APPROACH FINALLY TAKEN IN THE FORMULATION OF STANDARDS FOR POLICE FOCUSED ON THE FOLLOWING ISSUES OF FUNDAMENTAL IMPORTANCE: THE FUNCTION OF POLICE IN A DEMOCRATIC SOCIETY; THE AUTHORITY AND RESOURCES NEEDED BY POLICE TO PERFORM THEIR DUTIES; THE CONTROLS NECESSARY TO ENSURE AGAINST MISUSE OF AUTHORITY; AND THE CHANGES NEEDED IN THE CRIMINAL JUSTICE SYSTEM TO MAKE POSSIBLE SIGNIFICANT POLICE INPUT. COOPERATION WAS RECEIVED FROM THE INTERNATIONAL ASSOCIATION OF CHIEF OF POLICE (IACP) IN REVIEWING THE STANDARDS AND SUGGESTING IMPROVEMENTS IN THEM. THE NEEDS AND RECOMMENDATIONS PRESENTED IN THE STANDARDS ARE OUTLINED. ACTIVITIES OF THE JOINT ABA-IACP ADVISORY COMMITTEE ON IMPLEMENTATION OF THESE STANDARDS ARE ALSO REVIEWED.
