THE INADEQUACIES OF STATE AND COUNTY PROBATION SYSTEMS AND THE LIMITED EXTENT TO WHICH LEAA FUNDS WERE USED TO ADDRESS THEM ARE DISCUSSED IN THIS REPORT.
Abstract
IT IS SAID THAT STATE AND COUNTY PROBATION SYSTEMS ARE NOT ADEQUATELY PROTECTING THE PUBLIC, AND THE MAJORITY OF OFFENDERS DO NOT SUCCESSFULLY COMPLETE PROBATION. THE REPORT DISCUSSES THE NEED TO PROVIDE BETTER INFORMATION FOR SENTENCING, THE LACK OF SERVICES TO PROBATIONERS AND THE REASONS WHY SERVICES ARE NOT DELIVERED, AND VALUE OF PROBATION PREDICTION MODELS. IT IS SUGGESTED THAT THE PRIORITY GIVEN TO PROBATION WITHIN THE CRIMINAL JUSTICE SYSTEM BE REEVALUATED, OTHER RECOMMENDATIONS INCLUDE THE DEVELOPMENT OF STATE MINIMUM STANDARDS IN SUCH AREAS AS WORKLOAD AND PRE-SENTENCE REPORTS, INCREASED USE OF PROBATION PREDICTIVE MODELS, AND IMPROVEMENT OF INFORMATION SYSTEMS.
