This hearing before the House Subcommittee on Crime receives testimony on the State and local law enforcement assistance portion of the Anti-Drug Abuse Act of 1986 and on H.R. 1411, which would increase the authorization levels for the aforementioned legislation from $230 million to $675 million for fiscal years 1988 and 1989.
Abstract
Statements by subcommittee members and the sponsors of H.R. 1411 focus on the Reagan administration's failure to provide sufficient support for the funding of programs authorized under the 1986 Anti-Drug Abuse Act, notably State and local prevention and enforcement efforts. William Landers of the Justice Department's Office of Justice Programs describes the procedure for administering grants to States and localities under the act and notes that the budget levels proposed by the Reagan administration are intended as 'seed' money to help States and localities begin innovative programs to be subsequently funded by the States and municipalities. He also indicates that the forfeiture of drug-related assets of persons convicted of drug trafficking would help fund drug prevention and enforcement programs. Subcommittee members as well as representatives of State and local governments argue that the Federal Government should provide more resources for the anti-drug effort mandated under the act and that forfeiture funds are unpredictable and insufficient.
