This article discusses the use of staff input in construction decisions for a new Segregation Unit at the U.S. Penitentiary, Leavenworth, Kansas.
Abstract
By asking staff to provide opinions as to the best type of institution for managing population, the warden was able to develop a construction plan that would potentially serve as a prototype for future facilities. The structure of the facility is discussed at length. All aspects of the facility, including security, are detailed with emphasis placed on how staff recommendations affected the final design decisions and how well the facility currently operates. Criticisms of the facility are included even though the design is considered a success from a fiscal as well as a safety standpoint.
