Abstract
The report details the composition of the CCJ and the CCJ's legal authority and procedures. An overview of the complaint process is presented that focuses on the authority of the CCJ, how matters are brought before the CCJ, judicial misconduct, complaint review and investigation, actions the CCJ can take, and confidentiality. Statistics are tabulated on complaints received and investigated and on complaint dispositions during 1997. Included are case summaries that concern public discipline, private admonishments, advisory letters, and decisions and orders of dismissal of formal proceedings. The annual report also contains sections on voluntary disability retirement and CCJ staff and budget. Supplemental information is appended on the California Constitution, CCJ rules and policy declarations, the California Code of Judicial Ethics, selected judicial opinions affecting the CCJ, and CCJ activities. A complaint form is also appended. Tables, figures, and photographs
