This booklet describes the organization and procedures of the Connecticut Board of Parole, including its determination of parole eligibility, granting or denying of parole, establishing conditions of provisions of parole, revoking parole, and granting discharge from parole.
Abstract
It lists the responsibilities of the board's panels and of the board's chairman and notes that among other procedures for parole consideration inmates at four correctional institutions who are serving minimum and maximum terms are eligible for parole consideration upon expiration of their minimum sentences less any 'good time' earned and presentence 'jail time' credit. A discussion of the parole decision process describes procedures for the notice of hearings, attendance and conduct at parole hearings, the panel's decision, and conditions of parole. The text notes those factors considered by the board's panels in the decision process, including the nature and circumstances of the offense and the inmate's attitude toward it; the inmate's prior criminal record and parole adjustment; and the inmate's physical, mental, and emotional health. The parole agreement form is included. Also discussed are procedures for handling parole violation and revocation, parole discharge, and rehearings. A final section excerpts those State statutes addressing the board of parole, services provided the board by the Commissioner of Correction, paroling authority, violation and revocation of parole, discharge from parole, and the interstate parole compact.
