IN THIS CASSETTE TAPE, A MICHIGAN STATE LEGISLATOR AND THE YOUTH SERVICES DIRECTOR OF THE INDIANA BAR ASSOCIATION DISCUSS THE PURPOSE AND PLANNING FOR STATE-COUNTY COOPERATIVE SUBSIDIES AND PROGRAMS TO DEVELOP COMMUNITY-BASED CORRECTIONS PROGRAMS FOR JUVENILES.
Abstract
THE PRESENTATIONS WERE RECORDED AT THE FIFTH NATIONAL CONFERENCE ON JUVENILE JUSTICE AND WERE EDITED FOR OPTIMAL LISTENING. THE CONFERENCE WAS SPONSORED BY THE NATIONAL COUNCIL OF JUVENILE AND FAMILY COURT JUDGES AND THE NATIONAL DISTRICT ATTORNEYS ASSOCIATION. PARTICIPANTS INCLUDED LAW ENFORCEMENT OFFICIALS, CORRECTIONS OFFICIALS, EDUCATORS, RESEARCHERS, AND OTHERS. SUBSIDY PROGRAMS' GOALS INCLUDE SHIFTING MORE RESPONSIBILITIES FOR CORRECTIONS TO STATE AND LOCAL GOVERNMENT AND ENCOURAGING DEVELOPEMENT OF COMMUNITY-BASED CORRECTIONS ALTERNATIVES. SUBSIDIES MAY BE PROVIDED FOR OPERATIONAL COSTS, CLIENT SUPPORT SERVICES, AND CONSTRUCTION COST SHARING. FUND ALLOCATION METHODS AND CRITERIA VARY AMONG SUBSIDY PROGRAMS. FEDERAL MONEY REACHES FAR TOO FEW OF THE CHILDREN NEEDING CORRECTIONAL EFFORTS. CURRENT FEDERAL AND STATE SUBSIDY PROGRAMS DEAL ONLY WITH ADJUDICATED YOUTH PLACED IN INSTITUTIONS, WHO COMPRISE A SMALL PERCENTAGE OF YOUTH INVOLVED WITH THE COURTS. JUVENILE CORRECTIONS COSTS ARE BORNE BY LOCAL GOVERNMENTS AND MUST COMPETE WITH OTHER LOCAL SERVICES FOR FUNDING. ADDITIONAL LOCAL MONEY WILL PROBABLY NOT BE AVAILABLE. DEVELOPING A PLAN FOR CONTINUITY OF FUNDING IS ESSENTIAL TO IMPLEMENT SUCH CURRENT CONCEPTS AS DEINSTITUTIONALIZATION. POSSIBLE FUNDING SOURCES INCLUDE THE PRIVATE SECTOR, LOCAL GOVERNMENT, STATE GOVERNMENT, AND THE FEDERAL GOVERNMENT. DEVELOPING SPECIFIC GOALS AND OBJECTIVES IS THE FIRST STEP IN PLANNING CORRECTIONS SERVICES DELIVERY. PLANNERS SHOULD BE AWARE THAT THE CONCEPT OF THE RIGHT TO TREATMENT IS INCREASINGLY BEING APPLIED TO CORRECTIONS AND WILL AFFECT THE DEVELOPMENT OF A PLAN FOR SUBSIDIES. IN ASSESSING THE NEED FOR STATE SUBSIDY PROGRAMS, PLANNERS SHOULD STUDY EXISTING CODES AND IDENTIFY POTENTIAL CLIENTS. EXISTING LEGISLATION, FISCAL IMPACTS, AND INTERAGENCY AND INTERGOVERNMENTAL IMPACTS MUST ALSO BE EXAMINED. FOR RELATED CASSETTES, SEE NCJ 69125-29 AND 72652.
